قامت مؤسسة "صمم لنهضة علمية" من اجل عالم علمي عادل على أسس وقيم يفصح عنها عنوانها الرئيس، لتصنع بصمة واضحة المعالم على خارطة الحركة العلمية في عالمنا المعاصر، وتهدف كذلك الى نشر المعرفة بين البشر في انحاء العالم جميعه، بلا تمييز على أساس اللون او العرق او الدين، حيث العلم ودليله المعروض بتجرد و موضوعية... هو المعيار الوحيد. تسعى مجلة "جهار" أحدى مجلات المؤسسة المذكورة وبما خصص لها من حرية مساحة لاتخاذ سياستها الخاصة ضمن الاطار العام لمؤسستها الام، الى تنظيم تاثير العقل المسلم في مسيرة العلوم و المعارف الانسانية غير متناسية حدود المعيار الأساس، وكما قيل فأن "ابا العلم و أمه الدليل.. والحقيقة تلتمس حيث يوجد الدليل" .. وأن العلم هو حق طبيعي لبني الانسان لا فضل لأحد على احد في مختلف مجالاته إلا بالاثبت والانفع للبشرية. تخطط مجلة "جهار" من خلال مؤسسة DSR لمستقبل متميز يشمل المتفاعلين معها جميعهم وبمختلف عناوينهم وأماكنهم وتخصصاتهم، حيث تسعى لإخراج ابحاث علمية متقدمة في مجالات العلوم الاسلامية والانسانية المتنوعة، وتتبنى إدارة المجلة تقديم حزمة من وسائل الدعم والخدمات –تبينها الملاحق التفصيلية- تخرج بها عن النموذج الرتيب لمجلات و مؤسسات من هذا النوع. بوصفها تجربة حديثة تسعى مؤسسة DSR لتكريس تجارب ناجحة سابقة و تطويرها، وإضافة بصمتها المتميزة في مجال نشر الأبحاث العلمية. تؤسس مجلة "جهار" لمرحلة جديدة لا ينشر في ضوئها البحث لغرض الترقية العلمية فحسب لكي يوضع بعد ذلك على رفوف المكتبات وليصبح في طي النسيان، بل اخذت مؤسسة DSR على عاتقها متابعة الابحاث المتميزة وتعهدت بالترويج والتعريف بأصحابها لينالوا مراكزهم و شهرتهم التي يستحقون في مقابل أولي نظير جهدهم المتميز، ولتنال أبحاثهم القدر المناسب من العناية و التعريف ليؤخذ بها وتصبح اداة من ادوات تطوير العلوم والمعارف الأنسانية.
